- Applicant must have public liability insurance of at least £5,000,000
- Applicant must be qualified under NRSWA 1991 to erect signing and guarding
- At least 10 working days notice must be given before licence start
- Consider whether works could be done in a way causing less obstruction
- Consider whether materials could be stored on private land instead
- Scaffold/hoarding/materials must not block visibility at a junction
- Highway surface must be adequately protected
- Highway drains or utility access chambers must not be obstructed
- Site must be adequately guarded
- Site must be adequately signed by NRSWA qualified personnel
- Licence for building materials granted only in exceptional circumstances
- Site will be inspected on a random basis
