Apply through the Highways and Engineering Service with a form and a sketch
Town centre erection/dismantling outside normal hours (after 6pm, or before 8am on a Sunday)
Light the scaffold unless it's 0.45m+ from the carriageway and 2.4m+ above the footway
Keep a pedestrian walkway around the scaffold, or a safe route under and through it
Hoardings at least 2.5m high, smooth-faced and wind-resistant
